Human Rights Officer and Security Sector Adviser

Investigates alleged human-rights and international-criminal-law violations in Belarus, mapping security structures, interviewing victims and witnesses, analysing open-source and satellite evidence, protecting sensitive information, and drafting gender-responsive findings for the independent experts’ reports.

• Investigate alleged human-rights and international-criminal-law violations
• Map Belarusian police structures and analyse command responsibility
• Interview victims, witnesses and law-enforcement personnel
• Analyse open-source material and satellite imagery to geolocate incidents
• Protect sensitive evidence and apply victim and witness safeguards
• Draft analytical findings and report sections with integrated gender analysis

• Advanced degree in law, political science, international relations, social sciences or a related field, or a first degree with qualifying experience
• At least five years of progressive experience in human rights, political affairs, international relations, law or a related area
• At least two years investigating international human-rights or international-criminal-law violations
• Fluency in oral and written English and Russian

• Temporary position available until 31 December 2026
• Appointment is subject to funding and extension of the mandate
