Financial Management Consultant

Manages financial planning, documentation, disbursement and reporting for Ukraine’s UWR programme, ensuring compliance with its financing agreement and operational manual while supporting implementation units, consolidating beneficiary plans and providing timely financial information to donors and management.

Department: PMSU, WASH Section

• Manage UWR finances in accordance with the financing agreement and programme operational manual
• Review and approve financial documentation and ensure compliant budget and payment procedures
• Prepare disbursement documentation, financial reports and information for donors and management
• Consolidate financial plans submitted by programme beneficiaries
• Prepare allocation requests and loan-fund transfer agreements
• Provide financial-management support and guidance to project implementation units

• Master’s degree in public financial management, investment-project financial management or economics
• At least five years of experience in public financial management, investment-project financial management or IFI-financed programmes
• Experience preparing disbursement applications, financial reports and budgets and managing loan or grant proceeds
• Knowledge of EIB or comparable IFI financial-management and disbursement procedures
• Native Ukrainian proficiency
• English proficiency at intermediate B1 level
• Eligibility as a national consultant

• Remote consultancy based in Kyiv for four months
