Job Description

Provides specialised analysis and technical assistance to strengthen public budgeting for children and adolescents in Bolivia. The consultancy updates planning tools and investment evidence, builds government capacity, and supports advocacy for more equitable, efficient and sustainable public spending.

Summary of Responsibilities

  • Update methods for incorporating child, early-childhood and reproductive-health priorities into municipal budgets
  • Produce current evidence, databases and indicators on public investment in children and adolescents
  • Estimate municipal spending on sexual and reproductive health and sexual violence in priority municipalities
  • Design and deliver capacity-building for national and subnational planning and budget officials
  • Coordinate and monitor the child-focused public-investment agenda and prepare technical advocacy inputs

Role Requirements

  • Postgraduate qualification at master’s level in economics, economic development, public policy or a related field
  • At least ten years of experience producing social studies and analysing public budgets
  • At least three years of experience analysing public budgets for children
  • At least two years of experience conducting complex research with budget data and key-informant interviews
  • At least two years of experience providing public-budget technical assistance to subnational government entities
  • At least one year of budget-related work on climate change, sexual and reproductive rights and early childhood
  • Excellent oral and written Spanish, including technical report writing and evidence synthesis
  • Bolivian nationality
