Social Policy International Consultant (PF4C)

Produces public-finance analysis for UNICEF Mozambique across social protection, early childhood development and nutrition, while supporting resource mobilisation. The consultancy builds budget evidence, donor proposals and coordination processes that strengthen financing for children.

Department: Social Policy

• Assess opportunities to use the budget-analysis tool for Mozambique Country Office analysis
• Prepare the 2026 Social Protection Budget Brief on financing, allocations, execution and programme coverage
• Prepare the 2027 Budget Memo on the macro-fiscal context, government priorities and implications for children
• Build a budget database for future early-childhood-development budget briefs
• Prepare a Nutrition Budget Brief and an expenditure-tracking matrix for national and subnational spending
• Draft funding proposals and map fundraising and donor-engagement opportunities
• Develop a roadmap for government engagement before the 2027 Global Early Years Finance Summit
• Design a workflow for financing-for-children support to programme sections under the new country programme

• Bachelor’s degree in economics, finance, public finance, management, public policy, demography, social sciences or a related field
• Experience preparing analytical reports, policy briefs or similar technical documents
• Experience in resource mobilisation, including funding proposals, donor engagement and fundraising-opportunity mapping
• Required English as the primary posting language

• Home-based four-month consultancy with Maputo as the official duty station
