Job Description

Provides demand-driven technical and coordination support for UN Women’s care-economy portfolio in Viet Nam. The consultant will analyse care policy and evidence, advise government and partners, build capacity, support research and knowledge products, and advance gender-responsive care systems, services and employment initiatives across national and subnational programmes.

Summary of Responsibilities

  • Provide policy analysis and technical advice on gender-responsive care laws, policies and programmes
  • Review legal and policy documents and recommend improvements for unpaid and paid care
  • Support policy dialogues, consultations and international care-related processes
  • Develop capacity-building strategies, training materials and learning resources
  • Deliver or co-facilitate workshops, technical sessions and learning events
  • Conduct research, desk reviews, evidence mapping and data analysis
  • Prepare analytical products and support dissemination of care-related findings
  • Coordinate stakeholder engagement and follow-up across care-related assignments

Role Requirements

  • Master’s degree or equivalent in Economics with specialization in Gender or Public Policy
  • At least 15 years of professional experience in social protection, economics or public policy with a focus on gender mainstreaming
  • Demonstrated research and policy-analysis experience and ability to prepare analytical reports, policy papers and policy briefs
  • Experience facilitating workshops and training involving government officials and private-sector stakeholders
  • Fluency in English and Vietnamese

Desired Criteria

  • Experience in policy advocacy for gender equality and women’s empowerment
  • Experience mainstreaming gender and care considerations into laws and policies

Skills

Additional Information

  • Home-based retainer consultancy with limited in-person meetings at the UN Women Viet Nam office and possible international travel
  • Services are requested as needed and UN Women does not guarantee use of all 300 working days
