Consultant expert en Gestion des ressources humaines - secteur de l’éducation

Provide senior technical support on human-resource management in education systems, covering teacher merit assessment, equitable allocation, decentralised governance and workforce reform. The consultancy develops analyses, practical frameworks, training materials and implementation guidance for African education authorities.

Department: Education Sector (ED)

• Analyse teacher merit-assessment and recognition practices and international good practice
• Develop options for a teacher evaluation and merit-recognition system
• Design an equity formula and implementation manual for allocating teachers
• Prepare training guidance for users of the teacher-allocation formula
• Establish governance and diagnostic foundations for intersectoral education dialogue
• Develop a joint action plan and tools for monitoring intersectoral commitments
• Support capacity building and pilot evaluation for decentralised education workforce management

• Master’s-level degree in social sciences, law, human resources management or an equivalent field
• At least 10 years of relevant experience managing and implementing public-sector human resources projects
• At least 10 years of expertise in human resources, HR policy reform, legal frameworks and education-sector HR practice
• At least two similar assignments supporting human resources management in the education sector
• Excellent written and spoken French

• The consultancy runs for 11 months from 15 August 2026 to 14 July 2027
• The role is home-based with travel to countries when necessary
