Job Description

Guides MONUSCO Boards of Inquiry from case preparation through final reporting, ensuring evidence is complete, proceedings follow UN rules and recommendations are implemented. The role coordinates witnesses and mission offices, maintains confidential case records and advises leadership on accountability gaps.

Summary of Responsibilities

  • Review investigation reports and case documents to identify gaps and outstanding issues
  • Draft convening orders and case-specific terms of reference for approval
  • Brief Board members and administer confidentiality undertakings
  • Guide proceedings under applicable UN rules, directives and administrative instructions
  • Coordinate witness interviews and prepare accurate statements for review and signature
  • Quality-assure Board reports, recommendations and complete case files
  • Draft transmittal memoranda for senior mission and UN leadership
  • Track case progress and follow up implementation of approved recommendations

Role Requirements

  • Relevant background in business administration, social sciences, law, humanities or a related area
  • Experience in analytical report writing in English and French
  • Ability to handle confidential information objectively and accurately
  • Ability and willingness to work independently in challenging environments and undertake extensive travel when required

Desired Criteria

  • Experience with a Board of Inquiry or another investigative body
  • Experience handling confidential documents and familiarity with UN rules, regulations, manuals and policies
