Asistencia técnica para la formulación del Sistema Distrital de Cuidados de Tumaco, Nariño

Provides technical assistance to local actors in Tumaco to formulate a district care system that recognises, reduces and redistributes unpaid care work. The consultancy combines participatory diagnosis, service design, governance, fiscal analysis, legal drafting and capacity building to support adoption and sustainability.

• Conduct a participatory territorial diagnosis of care needs, services, gaps and local capacities
• Map public, community and private care providers and relevant territorial actors
• Design the technical and operational architecture, services and implementation routes for the care system
• Develop an intersectoral governance model with roles, coordination and participation mechanisms
• Build the financial structure, estimated costs, funding sources and sustainability options
• Assess fiscal and budget feasibility within Tumaco's territorial framework
• Draft the legal and administrative instruments needed to institutionalise the system
• Strengthen local capacity through technical assistance, validation and participatory design sessions

• University degree in social sciences, economics, business administration, political science, law or a related field
• Minimum one year of demonstrated experience in gender issues and the care economy
• Fluency in Spanish
• Submission of the UN Women P11 form and personal identification in a single PDF file

• Eight-month consultancy delivered through six products
• Work is performed in person in Tumaco from the consultant's own workspace
• Payment is made after approval of each product and UN Women provides no advances
• Selected consultant must provide proof of medical coverage within two months of signing
