Job Description

Manages human-resources, finance and administrative services for OHCHR’s Human Rights Inquiries Branch in Geneva. The role coordinates staff actions, budgets and programme reporting, strengthens financial controls and procurement oversight, and guides office systems, data analysis and junior personnel so investigative bodies and branch operations receive reliable operational support.

Summary of Responsibilities

  • Coordinate recruitment, placement, promotion, appraisal, classification, separation and training actions under UN rules
  • Define conditions of service, responsibilities and entitlements under staff regulations
  • Support programme-workplan and budget preparation for investigative bodies and the branch
  • Monitor budget execution, conduct programme reviews and coordinate programme reports
  • Strengthen budget-reporting systems and financial-management controls
  • Oversee procurement, travel, billing, vendor contracts and payments
  • Manage office technology, analyse operational data and guide junior staff

Role Requirements

  • Advanced university degree in business or public administration, finance, accounting, law or a related area, or a first-level degree with two additional qualifying years
  • At least five years of progressively responsible experience in administration, finance, accounting, human-resources management or a related field
  • At least three years of experience in the UN Common System or a similar international organization
  • Experience establishing operations for new mandates or organisational entities
  • Experience coordinating administrative support for rapid response or emergency deployments
  • Experience preparing budgets for grant proposals
  • Experience using an Enterprise Resource Planning system
  • English at UN Level III
