Overview
Supports UNEP’s global and Europe and Central Asia climate-mitigation portfolios through project development, implementation review and reporting. The consultant quality-assures GEF and GCF submissions, monitors project progress and coordinates portfolio data and stakeholder inputs.

Responsibilities
- Finalise submission packages for GCF concept notes and GEF project documents
- Address comments from UNEP and GEF review processes
- Support project-preparation grants and internalisation of approved projects
- Review progress and financial reports for assigned climate-mitigation projects
- Compile evidence for mid-term and terminal reviews and evaluations
- Review GCF full proposals and support GEF programme development
- Coordinate portfolio reporting inputs, training, data quality assurance and management reports
- Liaise with UNEP technical teams, regional offices and portfolio stakeholders
Requirements
- Master’s degree in environmental policy, international affairs, engineering, environmental science, economics or a closely related field, or a first university degree with two additional years of qualifying experience
- At least two years of technical or evaluation experience, preferably with large regional or global programmes
- Experience using a Theory of Change approach
- Excellent writing, analytical and research skills
- Understanding of the GEF project cycle and policies
- Fluent spoken and written English
