Overview
Provides senior technical support for Liberia’s Learning Passport deployment, aligning education and youth ministries, guiding institutional software consultants and facilitating roadmap co-creation. The assignment builds UNICEF and ministry capacity to localise, govern and launch inclusive digital learning infrastructure.

Responsibilities
- Build institutional consultants’ capacity to develop the Learning Passport software
- Facilitate policy and technical alignment with the education and youth ministries
- Lead a multi-stakeholder workshop to finalise the Liberia implementation roadmap
- Deliver technical handovers for UNICEF personnel and ministry ICT specialists
- Align interministerial governance structures for platform deployment
- Guide platform localisation, hardware procurement and deployment planning
- Accelerate implementation so the digital learning platform is operational before grant expiry
Requirements
- Advanced university degree at master’s level or above in education technology, digital learning, information technology, international development, social sciences or a closely related field
- At least eight years of relevant experience in international development, education-sector reform or digital education
- Proven experience implementing and scaling the Learning Passport platform in West and Central Africa
- Operational deployment or coordination experience with Learning Passport in the WCARO region
- Fluency in English with excellent drafting and technical report-writing skills
