Overview
Leads the first-year operationalisation of the Island Investment Forum, designing its governance, investment-facilitation tools and performance framework. The consultant trains Centre of Excellence staff and SIDS focal points, builds investor and partner pipelines, and transfers delivery capacity.

Responsibilities
- Design the Island Investment Forum strategy, operational model and implementation workplan
- Develop governance arrangements, staff terms of reference and performance indicators
- Build engagement plans and operational guidance for pilot SIDS national focal points
- Create development-partner and private-investor databases for priority sectors
- Train Centre of Excellence staff on foreign direct investment policy and investment promotion
- Coach pilot SIDS teams to prepare investor-ready project pipelines and conduct outreach
- Configure project-planning and client-relationship platforms with dashboards and tracking fields
- Assess first-year performance and transfer tools, methods and country portfolios to Centre of Excellence staff
Requirements
- Advanced university degree in economics, policy development and governance, operations management, public finance or a related field, or a first-level degree with qualifying experience
- At least ten years of progressive experience in organisational leadership, strategic planning and multi-stakeholder institutional development
- Strong understanding of investment facilitation and financing mechanisms for small island developing States or developing economies
- Proven experience establishing or managing development partnerships, governance structures and blended-finance mechanisms
- Demonstrated experience in capacity building, knowledge transfer and operational systems design
- Experience working with or advising SIDS governments and development institutions
- Fluency in spoken and written English
