Leads UNCDF’s Pacific blue-economy investment portfolio, originating and structuring blended-finance opportunities for ocean-positive enterprises. The role manages multi-country programmes, investment pipelines, partners, safeguards, results reporting and capital mobilisation.

Responsibilities
- Manage Pacific blue-economy programmes, annual work plans, budgets, schedules and financial delivery
- Source and screen blue and green economy MSMEs and guide them towards investment readiness
- Quality-assure financial, technical, environmental, social and gender-lens due diligence
- Structure investment grants, concessional loans and credit guarantees under UNCDF approval processes
- Build partnerships with governments, regulators, financial institutions, donors and impact investors
- Maintain programme and investment-level monitoring systems and deliver donor and evaluation reporting
- Capture and disseminate evidence, lessons and good practice for blue and green economy finance
Requirements
- Advanced university degree in business administration, finance, marketing, economics, accounting or a related field, or a bachelor’s degree in one of those fields with two additional years of qualifying experience
- At least seven years of relevant financial or private-sector experience with a master’s degree, or nine years with a bachelor’s degree
- At least five years of investment experience involving the blue economy and financial instruments
- Experience in venture capital or banking within an international financial environment
- Experience in private credit or equity for socially focused investments in emerging or frontier markets
- Experience preparing or developing blue-economy investment opportunities in developing countries
- Financial modelling and analysis competency in Microsoft Excel
- Written and spoken fluency in English
