Overview

The expert will guide FAO’s regional water and international-waters portfolio from Panama, technically oversee the Cuenca al Mar project, advise partners on transboundary water governance, develop GEF and climate-finance proposals, quality-assure project products and support regional learning.

Responsibilities

  • Technically oversee planning, partner coordination and execution of the Cuenca al Mar project
  • Review disbursement requests, progress reports, terms of reference and project deliverables
  • Guide national entities and assess GEF monitoring, mid-term and terminal evaluation products
  • Develop concept notes, identification forms and documents for new international-waters projects
  • Advise on transboundary water governance, allocation, drought and agricultural water productivity
  • Coordinate governments and regional partners and facilitate policy dialogue and consultations
  • Quality-assure technical reports, studies and consultant products
  • Lead workshops, knowledge exchange and missions supporting the regional water portfolio

Requirements

  • Advanced university degree in water resources, hydrology, environmental or civil engineering, sustainable development, watershed management, environmental policy, geography, GIS, coastal management or a related discipline, or a bachelor’s degree plus two additional years of experience
  • At least five years of relevant experience in water resources management, water governance or development-project implementation
  • Working knowledge of Spanish at level C and English at level B
