Overview

Provides embedded technical and policy support to Syria’s disaster-management ministry, strengthening national disaster risk reduction and early-action systems. The consultancy coordinates ministries and partners, supports institutional frameworks and advances context-sensitive preparedness for children.

Responsibilities

  • Maintain a full-time working presence within the Ministry of Emergency and Disaster Management
  • Coordinate daily with ministries and national and local stakeholders on disaster-risk priorities
  • Advise the ministry on disaster risk reduction and early-action policy and implementation
  • Support stronger national preparedness systems and coordinated response capacity
  • Apply knowledge of Syrian institutional architecture and policy frameworks to implementation challenges
  • Strengthen UNICEF engagement with the ministry through responsive context-sensitive technical support

Requirements

  • Masters degree or equivalent in public administration, social policy, international relations, environmental studies, international development or another relevant technical field
  • At least five years of professional experience in disaster risk reduction, early action, Syrian public policy, government structures, governance, donor relations, advocacy or a related area
  • Fluent written and spoken Arabic and English
  • Syrian nationality
