Overview

Provide executive leadership for UNFPA in Afghanistan, safeguarding operational space for women and girls through political dialogue, humanitarian diplomacy and inter-agency leadership. The Representative directs a major crisis portfolio, mobilises financing, manages enterprise risk and leads a multidisciplinary country team.

Responsibilities

  • Lead political and policy dialogue with de facto authorities, diplomatic missions and donors
  • Position sexual and reproductive health, gender equality and population priorities in United Nations crisis strategies
  • Direct adaptive humanitarian and development programmes in a volatile high-threat environment
  • Build multi-year funding alliances and negotiate complex donor agreements
  • Exercise executive oversight of enterprise risk, internal controls, audit readiness and financial stewardship
  • Lead a large multidisciplinary team and maintain workforce safety, well-being and duty of care
  • Represent UNFPA in country and humanitarian teams and system-wide planning mechanisms

Requirements

  • Advanced university degree in public health, medicine, sociology, demography, gender, international relations, development, economics, public administration, management or a related field
  • A minimum of fifteen years of increasingly responsible professional experience in public administration and international development
  • International experience in population and development, sexual and reproductive health or humanitarian programming
  • Experience in advocacy, policy dialogue and high-level representation
  • Proven ability to lead teams and achieve high-quality results
  • Field experience
  • Experience leading complex humanitarian crises and fragile-state operations
  • Fluency in English
  • Fluency in another official United Nations language depending on duty-station requirements
