Representative, Human Rights

Leads OHCHR’s Central Asia Multi-country Office, monitoring regional human-rights developments and advising UN country teams, governments and civil society. The representative directs strategy, programmes, staff and resources, promotes treaty implementation and represents OHCHR at national and international levels.

• Monitor regional human-rights developments and advise on emerging risks
• Advise UN country teams and resident coordinators on rights-based programming
• Build partnerships with governments, civil society and national human-rights institutions
• Set the office work programme, budget and medium-term plan and oversee delivery
• Direct strategic interventions and follow up treaty-body and Human Rights Council recommendations
• Manage, develop and appraise international and national staff
• Design and implement regional human-rights policies, programmes and technical cooperation
• Represent OHCHR in national, regional and international forums

• Advanced degree in law, human rights, political science, international relations or a related discipline, or a first-level degree with two additional years of qualifying experience
• At least ten years of progressively responsible national and international human-rights experience
• Experience developing, implementing and coordinating human-rights strategies and programmes
• At least five years of experience managing teams of three or more staff
• English at UN Level III
