Job Description

Leads urban systems innovation and portfolio-based transformation projects in Armenia, combining community listening, systems thinking, circular-economy experimentation and adaptive learning with project oversight, partnerships, capacity building and resource mobilization.

Summary of Responsibilities

  • Lead urban and community transformation projects using systems and portfolio approaches
  • Guide community listening, qualitative research, co-design and strategic foresight processes
  • Coordinate municipalities and partners around circular-economy and AI-enabled local solutions
  • Manage project activities, workplans, milestones, budgets and donor reporting
  • Oversee procurement, consultants, service quality and contractual compliance
  • Design capacity building on systems thinking, data literacy, innovation and adaptive management
  • Develop partnerships, proposals and financing opportunities for sustainable local development

Role Requirements

  • Advanced university degree in political science, development studies, business administration, public administration, economics, social sciences or a related field, or bachelor’s degree with two additional years of experience
  • At least two years of relevant experience with a master’s degree, or four years with a bachelor’s degree, in project management, advisory services, project design, monitoring and evaluation
  • Experience in project coordination, design and implementation
  • Experience using computers, office software, spreadsheet and database packages and web-based management systems
  • Experience working with local authorities, partners, communities, governments, donors and other stakeholders
  • Fluency in English and Armenian

Desired Criteria

  • Experience applying innovation methods and systems thinking to community transformation
  • Experience preparing analytical documents, briefs and project proposals
  • Experience establishing productive national partnerships and matching stakeholder needs to solutions
  • UNDP or United Nations project-management experience
