Programme Management Officer

Leads UNAMA’s mine-action programme planning, implementation and evaluation in Afghanistan. The role advises on explosive-ordnance risks, manages strategy, budgets and resource mobilisation, coordinates humanitarian and government stakeholders, monitors partner performance and supports policy and reporting.

Department: Development Pillar

• Analyse mine-action data and advise on responses to explosive-ordnance threats
• Develop and evaluate mine-action programme, resource-mobilisation, work-plan and budget strategies
• Lead mine-action coordination within the protection cluster and advise humanitarian leadership
• Monitor programme and implementing-partner performance and initiate corrective action
• Engage de facto authorities, United Nations teams and humanitarian partners on mine-action priorities
• Coordinate funding submissions, financial reporting and programme documentation
• Guide consultants and prepare analysis and reports for intergovernmental bodies

• Advanced university degree in business administration, management, international relations or a related field, or a first-level degree with two additional years of qualifying experience
• At least seven years of progressively responsible experience in project or programme management, administration or a related field
• At least four years of programme-management experience in mine action, security-sector reform or stabilisation in a conflict or post-conflict setting
• At least two years of managerial experience in a mine-action field programme
• At least two years of experience engaging senior government officials in a complex humanitarian or conflict setting
• Experience in resource mobilisation or fundraising
• English at UN Level II

• Reports through the Head of the UNAMA Development Pillar with a secondary reporting line to the UNMAS Director
