National Engineer

Provides engineering oversight for laboratory upgrades under Sri Lanka’s One Health programme, reviewing designs and bids, supervising construction, verifying quantities and payments, managing contracts and risks, and confirming that facilities meet biosafety, safety and operational standards.

Department: Sri Lanka Pandemic Fund Project

• Review laboratory designs, specifications, bills of quantities and construction methods
• Provide engineering input to procurement, bid evaluation and contract awards
• Inspect refurbishment works, materials, utilities and safety arrangements at project sites
• Identify defects, biosafety concerns, delays and non-conformities and recommend corrective action
• Assess variations, claims, subcontracting, extensions and contractor performance
• Verify completed quantities and payment claims and co-sign bills of quantities
• Confirm laboratory readiness for safe ABSL-I and ABSL-II operation
• Maintain inspection records and report implementation status, quality, risks and payments

• University degree in civil or structural engineering, construction management, architecture, quantity surveying, building-services engineering or a related discipline
• At least eight years of experience in building rehabilitation and upgrading
• At least three years of experience with laboratories, healthcare or other controlled-environment facilities
• Experience in design review, construction oversight, contract administration, bid evaluation and payment certification
• Working knowledge of English at C1 level
• Sri Lankan nationality or valid authorisation to work in Sri Lanka
