Overview
UNEP seeks a consultant to review GEF biodiversity projects in Palau and Viet Nam. The reviewer designs the evaluation framework, interviews stakeholders, undertakes field missions, assesses delivery and results, identifies corrective measures, presents findings and produces evidence-based reports, ratings and recommendations.

Responsibilities
- Review project documents and design the mid-term review framework
- Map stakeholders and conduct interviews with implementing partners and beneficiaries
- Undertake approximately seven-day field missions in Palau and Viet Nam
- Assess project performance, risks, monitoring, resources and co-financing
- Present preliminary findings and validate evidence with project teams
- Draft and finalise separate mid-term review reports
- Document lessons, ratings, recommendations and responses to comments
Requirements
- Advanced university degree in environmental science, international development or a relevant political or social-science field, or bachelor's degree with two additional years of experience
- At least seven years of technical or evaluation experience
- Professional biodiversity-conservation experience in the Asia-Pacific region
- Fluency in written and spoken English with strong editing skills
