Human Rights Officer / Investigator

Investigates alleged human rights and international criminal law violations under the Commission of Inquiry on Ukraine. The officer gathers and corroborates evidence, protects victims and witnesses, analyses patterns and contributes gender-sensitive findings to Commission reports.

Department: Independent International Commission of Inquiry on Ukraine

• Research and analyse information on human rights and international criminal law matters
• Investigate alleged violations through victim and witness interviews and corroborating evidence
• Monitor trends and patterns and use mapping, open-source and satellite material to geolocate incidents
• Identify alleged perpetrators using agreed information-gathering methods
• Organise and participate in missions to sites of alleged violations
• Protect victims and witnesses and preserve investigation records securely under established procedures
• Analyse gathered evidence and draft gender-sensitive analytical documents and report sections

• Advanced university degree in law, political science, international relations, social sciences or a related field, or a first university degree with two additional years of qualifying experience
• At least five years of progressively responsible human rights experience
• At least two years investigating violations of international human rights law or international criminal law
• English at UN Level III across reading, writing, listening and speaking

• Five temporary positions are available
• Continuation is subject to funding and extension of the Commission mandate
