Human Rights and Policy Consultant

The consultant strengthens human-rights mainstreaming across UNODC by developing training and e-learning, updating the Human Rights Knowledge Portal, researching due-diligence tools, coordinating policy inputs, drafting analytical documents and converting programme data into decision-ready visual evidence.

Department: Division for Treaty Affairs

• Organise briefings and training on human-rights mainstreaming and due diligence
• Coordinate and update the UNODC Human Rights Knowledge Portal
• Develop digital knowledge platforms for rule-of-law and justice issues
• Draft policy documents, working papers, reports and strategic analysis
• Map United Nations tools supporting human-rights mainstreaming and do-no-harm practice
• Disseminate human-rights e-learning and organisational guidance
• Analyse programme data and create graphs, charts and presentations
• Coordinate substantive inputs across UNODC divisions and field offices

• Master's degree in law, criminology, international relations, political or social sciences, economics, development studies, human rights, gender studies or a related field, or first university degree with two additional years of qualifying experience
• At least two years of experience in peace, justice, sustainable development, human rights or rule of law
• Experience working with the United Nations
• Experience in a relevant UNODC mandate area such as counter-terrorism, organised crime, criminal justice, corruption or human rights
• Fluency in oral and written English

• Vienna-based consultancy running from 10 October 2026 to 31 March 2027
