Job Description

Strengthens financial-management systems for Adamawa State’s primary-health-care agencies under UNICEF’s EU SARAH grant. The consultant delivers accounting-system rollout, capacity building, grant reviews and financial-control support for health-programme implementation.

Summary of Responsibilities

  • Conduct state-level training of trainers on accounting software
  • Lead accounting-software rollout and data migration
  • Deliver bi-monthly financial-management training for PHCDA accountants
  • Prepare quarterly FMSS progress reports on results, risks and recommendations
  • Establish systems to capture and share financial-management lessons
  • Conduct grant performance reviews and variance analyses
  • Undertake sample assessments with internal-audit and finance teams

Role Requirements

  • Bachelor’s degree in Social Sciences, Business Administration, Finance, Accounting, Audit or a relevant field
  • At least five years of progressive financial-management, accounting, financial-controls and partnership-management experience
  • Fluency in written and spoken English
  • Strong report-writing and presentation skills
  • Ability to communicate with diverse national and state-level stakeholders

Desired Criteria

  • Master’s degree or professional accounting qualification such as CPA, ICAN or ACCA
  • Experience supporting donor-funded health programmes, preferably EU or similar
  • Experience with government institutions and sub-national entities
  • Knowledge of Nigeria’s health-financing and primary-health-care systems
