Emergency Telecommunications Preparedness and Response Officer

Leads emergency-telecommunications preparedness and resilience work across the North Pacific from Pohnpei. The UN Volunteer coordinates governments and ICT partners, assesses network readiness, pilots tools and standards, deploys on missions, delivers simulations and training, and strengthens regional interoperability.

Department: Pacific Emergency Telecommunications Cluster

• Lead telecommunications preparedness projects across five North Pacific countries
• Adapt assessment methods, preparedness indices, simulation packages and operating procedures
• Coordinate disaster offices, ICT authorities, regulators, providers and humanitarian partners
• Maintain country ICT profiles covering infrastructure, gaps, regulation and network resilience
• Deploy for telecommunications assessments, missions, workshops and simulation exercises
• Plan, monitor and report multi-country preparedness initiatives
• Deliver national and regional training as an emergency-telecommunications specialist
• Develop knowledge products documenting lessons, practices and innovation

• Education or expertise in engineering, telecommunications, information technology, disaster-risk reduction or related technology and disaster-management fields
• Experience deploying, managing and configuring satellite and radio communications assets
• Excellent analytical, writing and communication skills
• Knowledge of United Nations policies and functions
• Microsoft Office proficiency
• Excellent spoken and written English
