Consultant to Conduct a Feasibility Study for the Sustainable Management of the Rehabilitated Sports Complex and Computer Room in Bissau

Assesses sustainable management options for Bissau’s rehabilitated sports complex and school computer room, comparing operational, legal and financial models, demand and revenue scenarios, lifecycle costs and governance risks to recommend practical plans for long-term student and community benefit.

• Review technical studies and gather institutional, legal and operational evidence on both facilities
• Assess market demand, potential revenue streams and operational costs for the sports complex and computer room
• Develop annual operating costs and five-year and ten-year lifecycle financial projections
• Compare public, private, public-private, community and hybrid management models
• Analyse governance, legal feasibility, maintenance costs, revenue potential and operational risks
• Recommend sustainable management models for the sports complex and computer room
• Prepare practical operational, implementation and sustainability plans for both facilities

• Master of Business Administration or master’s degree in sports management, economics or public finance
• At least five years of professional experience in economics, management, public finance or another relevant field
• Experience conducting feasibility studies or economic and financial assessments of infrastructure or facilities
• Expertise developing public, private, public-private and hybrid management models
• Expertise in cost estimation, revenue modelling and financial sustainability assessment
• Portuguese proficiency

• Assignment comprises 30 input days with final deliverables due by 9 October 2026
