Responsibilities
- Review Vietnamese legislation and reports relevant to gender-responsive procurement
- Provide evidence and analysis for the report framework and first draft
- Examine international models, procedures, tools and implementation challenges
- Consult procurement officials and other users through focus groups or interviews
- Document stakeholder feedback in English for incorporation into the second draft
- Recommend practical adaptations of international procurement practice to Viet Nam’s legal and institutional context
Requirements
- Master’s degree or higher in public policy, public administration, law, economics, procurement, business, development studies, gender studies or a related field
- At least five years of experience in public procurement, public financial management, procurement policy or reform
- Minimum five years of experience conducting policy research, legal analysis, comparative studies or technical-report development
- Minimum two years of experience integrating gender equality, women’s economic empowerment, supplier diversity, inclusive business or social inclusion into policy or procurement systems
- Experience researching, advising on or implementing gender-responsive or inclusive procurement policies
- Fluency in English and Vietnamese
