Capacity Building Specialist

Builds the Ministry of Agriculture’s institutional and staff capacity in Syria. The specialist assesses learning needs, prepares annual plans, designs adult-learning programmes and manuals, facilitates workshops and peer exchange, supports mentoring and evaluates whether training improves policy work.

Department: FAO Representation in Syria

• Conduct training needs assessments for ministry staff and policy units
• Prepare annual training and capacity-building plans
• Design and implement adult-learning programmes
• Develop training manuals and knowledge resources
• Facilitate workshops, seminars and peer-learning activities
• Support mentoring, coaching and exposure visits
• Monitor and evaluate the effectiveness of learning programmes

• University degree in education, organizational development, agricultural extension, human resources development or a related field
• At least five years of experience in training and capacity development
• Working knowledge of English and Arabic
• Nationality of Syria

• Six-month non-staff assignment renewable subject to project funding
