Associate Financial Control Officer

ADB financial control officer supporting finance transformation through process discovery, workflow mapping, standard operating procedures, control matrices, governance documentation, performance analysis, training and continuous improvement.

Department: Office of the Controller, Controllers Department

• Develop process charters defining activities, inputs, outputs, owners and indicators
• Map end-to-end finance workflows, decisions, controls and team handoffs
• Draft and maintain standard operating procedures and operating practices
• Implement governance frameworks, control matrices, roles and review triggers
• Coordinate audit, procurement, IT and process owners to validate designs
• Prepare training and handover materials and maintain documentation repositories
• Analyse adherence, cycle times, error rates and stakeholder satisfaction

• Bachelor's degree in accounting, finance, business administration or a related field
• At least five years of finance process improvement, controllership, accounting or operational-support experience in banking, financial services or development
• Experience with internal controls, policy drafting, control matrices and compliance
• Ability to create audit-ready SOPs, maps, charters and training documentation
• Written and verbal English proficiency
• Nationality of an ADB member
