Overview

Leads IOM transition, early-recovery and community-stabilisation programming in Venezuela, including earthquake response and durable solutions for displacement. The officer manages projects, staff, budgets and partnerships, develops recovery strategy, monitors results and represents IOM in coordination and donor forums.

Responsibilities

  • Develop and implement transition, recovery and stabilisation programmes
  • Manage project administration, operations and finances
  • Provide technical supervision and strategic guidance to programme staff
  • Build partnerships with government, communities, donors, United Nations agencies and humanitarian organisations
  • Develop new projects from recovery priorities, emerging needs and donor requirements
  • Establish monitoring and evaluation frameworks and track strategic results
  • Develop early-recovery, transition and durable-solutions strategy
  • Represent IOM in technical working groups, partner meetings and donor briefings

Requirements

  • Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or a related field with five years of relevant experience, or bachelor’s degree with seven years
  • Experience coordinating transition, recovery and durable-solutions programmes
  • Experience managing recovery, stabilisation or resilience work in fragile and complex settings
  • Experience in post-disaster, emergency or high-risk environments
  • Livelihoods-programming experience
  • Fluency in spoken and written English
  • Fluency in spoken and written Spanish
