Senior Counter-Terrorism Law Enforcement Advisor

Provides senior law-enforcement advice through the EU-UN Global Terrorism Threats Facility, assessing national counter-terrorism capacity, designing technical assistance, modernizing operational policies and command systems, mentoring specialized units and embedding human-rights safeguards.

Department: EU-UN Global Terrorism Threats Facility

• Assess national counter-terrorism law-enforcement capacity, gaps and emerging threats
• Design and oversee technical assistance that strengthens operational readiness and institutional resilience
• Advise senior national officials on counter-terrorism structures and operational practices
• Develop policies, standard operating procedures and command arrangements for terrorism incidents
• Train and mentor senior officers and specialized counter-terrorism units
• Integrate human rights, accountability and gender-sensitive approaches into supported operations
• Prepare analyses, presentations, training materials and assignment reports

• Advanced degree in security studies, international relations, public administration or a related field with ten years of relevant experience, or a bachelor’s degree with twelve years of relevant experience
• Graduation from a police or gendarmerie senior staff college
• Senior operational command experience in a national law-enforcement institution contributing to counter-terrorism
• At least five years of counter-terrorism experience
• Experience building operational capacity while applying international law, human-rights standards and ethical guidelines
• Fluency in English and French

• Home-based IICA retainer through December 2026 with possible extension
• The assignment may include short-term field deployments
