Leads financial, human-resources and administrative management for IOM's Guinea country office and sub-offices. Responsibilities
- Oversee financial management, expenditure accountability and analysis for country-office activities
- Forecast cash flows, control disbursements and verify compliance with donor agreements
- Prepare programme budgets, monthly accounts, financial reports and variance analysis
- Maintain internal controls that safeguard assets and cash and prevent fraud
- Manage human-resources administration and advise on sensitive personnel cases
- Oversee procurement, supplier contracts, fleet, premises and other support services
- Coordinate legal and procurement review of agreements, purchase orders and implementing partners
- Supervise and train finance, administration, HR and ICT staff on IOM procedures
Requirements
- Current membership in the Pathways Pool or eligibility under the published widened Pathways criteria
- Master's degree in finance, accounting, business administration, management or a related field with five years of relevant experience, or a university degree with seven years
- Experience in international financial and human-resources management
- Field experience coordinating with international institutions and coordination bodies
- Experience developing administrative controls and coordinating external audits
- Experience using corporate IT systems and software
- Fluency in written and spoken English and French
