Overview
The Human Resources Officer manages IOM’s country-office HR function in Damascus. The role oversees staff administration, payroll, contracts and records; advises management on policy and employee matters; leads workforce planning, recruitment, performance and learning; and strengthens controls, reporting and audit follow-up.

Responsibilities
- Manage the country-office HR function and supervise HR personnel
- Oversee contracts, payroll, records, entitlements and HR systems
- Advise management on policies, staffing and employee relations
- Lead workforce planning, recruitment and performance-management processes
- Coordinate staff learning, induction and development
- Monitor internal controls, reports, audits and HR improvement projects
Requirements
- Master’s degree in human resources, business administration, organizational psychology, social sciences or a related field with five years of experience, or university degree with seven years
- Experience across HR administration, talent acquisition and management, staff contracts and entitlements, staff rules and HR guidance
- High computer literacy with Microsoft Office and SAP
- Fluency in English
