Overview

The Human Resources Officer manages IOM’s country-office HR function in Damascus. The role oversees staff administration, payroll, contracts and records; advises management on policy and employee matters; leads workforce planning, recruitment, performance and learning; and strengthens controls, reporting and audit follow-up.

Responsibilities

  • Manage the country-office HR function and supervise HR personnel
  • Oversee contracts, payroll, records, entitlements and HR systems
  • Advise management on policies, staffing and employee relations
  • Lead workforce planning, recruitment and performance-management processes
  • Coordinate staff learning, induction and development
  • Monitor internal controls, reports, audits and HR improvement projects

Requirements

  • Master’s degree in human resources, business administration, organizational psychology, social sciences or a related field with five years of experience, or university degree with seven years
  • Experience across HR administration, talent acquisition and management, staff contracts and entitlements, staff rules and HR guidance
  • High computer literacy with Microsoft Office and SAP
  • Fluency in English
