Overview

Leads IOM Qatar’s country programme, overseeing project design, operations, finances, staff and monitoring across migration priorities. The officer builds government, donor and partner relationships, mobilises resources and ensures compliant, evidence-led delivery and reporting.

Responsibilities

  • Oversee programme development, implementation and administrative, operational and financial management
  • Guide and supervise programme staff on strategy, implementation and operational challenges
  • Build relationships with government, United Nations, humanitarian, community, donor and private-sector partners
  • Design new projects around emerging migration priorities, results frameworks and donor requirements
  • Prepare programme reports, briefs and updates that comply with organisational and donor requirements
  • Monitor objectives, benchmarks, budgets and workplans and maintain a common monitoring and evaluation framework
  • Develop assessment, monitoring and data-analysis mechanisms and standard operating procedures
  • Represent the country programme at partner meetings and undertake national or international travel

Requirements

  • Master’s degree in international relations, political science, humanitarian affairs, economic development, business or public administration, international studies or a related field with five years of relevant experience, or a university degree in those fields with seven years
  • Experience in programme conceptualisation, development, monitoring, reporting and evaluation
  • Experience in programme development and capacity-building activities
  • Experience liaising with government and diplomatic authorities and national and international institutions
  • Experience organising consultations, workshops and seminars with high-level stakeholders
  • Fluency in written and spoken English and Arabic
