Overview
Leads OCHA’s internal and inter-agency humanitarian evaluations, from design and data collection through reporting and follow-up. The role develops evaluation standards and methods, advises programme managers, supports field missions and strengthens evidence-based organisational learning.

Responsibilities
- Plan and manage OCHA internal and inter-agency humanitarian evaluations
- Develop terms of reference, evaluation proposals and corrective follow-up actions
- Create evaluation standards, criteria and methodological guidance
- Design surveys and data-collection tools and interpret findings
- Prepare evaluation reports, studies, analyses and publication inputs
- Advise programme managers and meetings on evaluation design and methods
- Lead complex field missions and guide consultants, officials and partners
Requirements
- Advanced university degree in business administration, management, economics or a related field, or a first-level degree with qualifying experience
- At least seven years of progressively responsible experience in project or programme management, administration or a related area
- Experience in independent programme evaluation, including evaluation design, implementation or management
- English at United Nations Level III
