Summary of Responsibilities

  • Assess the existing flood-monitoring architecture and prepare an IT integration plan
  • Configure telemetry endpoints, data pipelines and database schemas for real-time sensor feeds
  • Integrate water-level data into the monitoring interface with backup and redundancy controls
  • Configure lake alert thresholds and multi-channel dispatch through SMS, email and dashboards
  • Conduct user acceptance testing with emergency-management duty officers
  • Train national technical staff in maintenance, data interpretation and system administration
  • Commission the monitoring system and hand over architecture, credentials, manuals and recovery procedures

Role Requirements

  • Bachelor’s degree or higher in information technology, computer science, software engineering, telecommunications or a closely related discipline
  • At least five years of experience in IT systems integration, including real-time data acquisition systems
  • Experience with database systems, data-ingestion APIs and dashboarding solutions
  • Working knowledge of SMS, email and web-dashboard alert technologies
  • Familiarity with cybersecurity, backup, redundancy and disaster-recovery practices
  • Proven training and capacity-building experience
  • Professional oral and written fluency in Russian and Kyrgyz

Desired Criteria

  • Experience with environmental or hydrometeorological monitoring networks
  • Experience in disaster risk reduction
