Job Description

Assesses the results and impact of vocational training delivered through IOM Ukraine’s Livelihood+ project. The consultant analyses quantitative and qualitative evidence, surveys beneficiaries, identifies lessons and prepares Ukrainian-language reports and recommendations for future livelihoods programming.

Summary of Responsibilities

  • Review quantitative and qualitative evidence from vocational-training activities
  • Assess training relevance, labour-market alignment and beneficiary livelihood outcomes
  • Survey a sample of beneficiaries to address evidence gaps
  • Analyse outcomes across women, displaced people and persons with disabilities
  • Identify implementation strengths, barriers, good practices and lessons learned
  • Develop recommendations for future livelihoods and economic-empowerment programming
  • Prepare Ukrainian-language assessment reports, a research brief and a presentation

Role Requirements

  • Bachelor's degree or higher in a relevant field
  • At least 3 years of relevant professional experience
  • Demonstrated experience analysing qualitative and quantitative datasets
  • Experience preparing analytical reports, assessments, evaluations and donor-facing knowledge products
  • Excellent command of Ukrainian

Desired Criteria

  • Experience with livelihoods, vocational training, workforce development, economic empowerment or employment programmes
  • Familiarity with the Ukrainian socioeconomic and labour-market context
  • English proficiency
