Monitoring and Evaluation Officer

Leads monitoring and evaluation systems for IOM Syria programmes, coordinating frameworks, data, reviews, reporting, learning and risk analysis with operational teams and partners to strengthen accountability, donor compliance and evidence-based programme improvement.

• Maintain IOM Syria’s monitoring and evaluation framework with programme, operations and information teams
• Prepare reviews, impact assessments, evaluations and lessons-learned workshops while checking donor and institutional compliance
• Supervise monitoring and evaluation support activities throughout programme implementation
• Manage risk assessments, registers and treatment plans during project monitoring
• Coordinate quantitative and qualitative monitoring with IOM units, partners, donors and the UN Country Team
• Draft monitoring reports and share findings for performance management, public information and evaluation learning
• Define performance questions, indicators and report formats aligned with IOM frameworks
• Strengthen staff and partner capacity through training, mentoring and coaching

• Master’s degree in international relations, political or social sciences, business or public administration, law or a related field with two years of relevant experience, or a university degree in those fields with four years of relevant experience
• Experience in project or strategy development, monitoring, reporting and evaluation
• Experience designing and delivering capacity-building activities
• Experience liaising with governmental, diplomatic, national and international institutions
• Experience organising consultations, workshops and seminars with senior stakeholders
• Fluency in written and spoken English

• Special short-term graded appointment for up to nine months
• Regular field travel is required
