Overview

Supports Sierra Leone to develop a national strategy against organized crime. The consultant conducts strategic analysis, guides an inter-agency working group, facilitates consultations, drafts objectives and activities, and builds implementation and evaluation frameworks grounded in human rights.

Responsibilities

  • Collect evidence and analyse organized crime markets, actors and vulnerabilities
  • Guide establishment and operation of an inter-agency strategy working group
  • Draft objectives, sub-objectives and activities for the national strategy
  • Facilitate working-group meetings, workshops and multistakeholder consultation
  • Develop an implementation mechanism and monitoring and evaluation framework
  • Revise the strategy using government and stakeholder input
  • Mainstream gender and human rights across the final strategy

Requirements

  • Advanced university degree in law, criminology, crime prevention, monitoring and evaluation or a related field, or first degree with two additional years of experience
  • At least seven years of policy-development experience, including policies against organized crime
  • Knowledge of transnational organized crime, its drivers, markets, vulnerabilities and stakeholder roles, and UNTOC
  • Experience developing monitoring and evaluation frameworks
  • Fluent English with excellent drafting and communication skills
