Learning and Scaling Lead, Rwanda

Leads learning, scaling and evidence synthesis for Rwanda’s Nkuza Neza early childhood development initiative. The role turns programme evidence into policy recommendations, strengthens government ownership and financing pathways, and coordinates partners to institutionalize inclusive school-readiness approaches at scale.

• Operationalize the sustainability learning agenda
• Synthesize implementation evidence and identify improvement opportunities
• Support government institutionalization and transition planning
• Analyze scaling potential, costs and financing options
• Facilitate learning forums and partner knowledge exchange
• Draft policy briefs, evidence syntheses and annual reports

• Bachelor's degree in International Development, Public Policy, Education, Economics, Political Science or similar
• At least 7 years of education, skills, development or policy-programme experience
• Government and education-systems strengthening experience
• Fluent English

• Master's degree
• Innovative financing or outcomes-fund experience
• Analytical-report and policy-brief production experience
