Lead Digital Specialist

Lead the World Bank's Digital and AI work across East Asia and the Pacific, directing complex digital-development operations, policy dialogue and partnerships while guiding teams on digital infrastructure, public infrastructure, data governance, cybersecurity and AI to deliver measurable development results.

• Direct the Digital and AI work programme in East Asia and the Pacific
• Represent the unit in high-level policy dialogue, partnerships and regional events
• Lead complex digital-development operations and flagship knowledge products
• Advise governments on digital infrastructure, public infrastructure, data governance and AI
• Guide task teams on project design, implementation support and technical deliverables
• Monitor portfolios, budgets, strategy results and regional workplan indicators
• Mentor colleagues and coordinate partnerships across World Bank Group institutions

• Master's degree in telecommunications, engineering, computer science, law, economics, political economy, public policy or a related field
• At least 12 years of relevant experience in digital transformation, digital and AI policy, law and regulation or technology-driven development programmes
• Technical expertise in at least two digital infrastructure, digital public infrastructure, digital government or digital economy and AI policy domains
• Experience leading complex lending operations, advisory services or analytics
• Ability to lead multidisciplinary teams and mentor staff
• Excellent analytical, writing and presentation skills
• Excellent written and spoken English
• Ability to travel extensively and frequently across East Asia and the Pacific

• Experience with large-scale programmes or lending operations
• Knowledge of Indonesia, Timor-Leste and ASEAN digital-sector contexts
• Prior senior policy or operational engagement in East Asia and the Pacific
