International Consultant: Strategic Advisory Support on EU Gender Equality Acquis

The consultant provides strategic, legal and policy advice to support gender mainstreaming in Ukraine's EU accession process, including analysis, capacity building and technical guidance.

• Advise UN Women on gender and human rights mainstreaming entry points for the Canada project
• Provide legal and policy advice on public administration reform, local governance, data and statistics in line with the EU acquis
• Support gender screening across relevant EU accession chapters
• Contribute to analytical reports, briefs, policy papers, summaries and knowledge products
• Represent UN Women in consultations, meetings, conferences and presentations
• Develop training materials and guidance notes on gender mainstreaming in EU accession
• Coach national consultants and government stakeholders on alignment with project objectives

• Advanced master degree in law, public policy and administration, economics, international relations, gender studies, social and humanitarian sciences or related fields is required
• At least 15 years of relevant post-master experience in human rights, gender equality, governance, public administration, civil service or related fields is required
• Experience providing strategic advice to government institutions on legal framework alignment within the EU accession process is required
• Proven understanding of human rights, gender equality, women empowerment and GEWE commitments in Ukraine is required
• Proven knowledge of the EU acquis, human rights and gender equality frameworks is required
• Fluency in verbal and written English is required

• Home-based consultancy with potential for up to two missions to Ukraine
• Travel to Ukraine depends on the security situation and operational need
• Consultant may need valid SSAFE and IFAK certificates for Ukraine security clearance
• All reports and supporting documentation must be submitted in English
