International consultancy to prepare a report drawing on Technology Needs Assessments

Produces a comparative synthesis of sixteen Technology Needs Assessments to inform policy dialogue on science, technology and innovation in least developed countries. The consultant organizes evidence, identifies priorities, and develops practical recommendations for governments, partners and the Doha Programme review.

• Develop an evidence-extraction approach for diverse Technology Needs Assessments
• Analyze priorities, capability gaps, barriers and enabling conditions across LDC contexts
• Relate findings to Doha Programme priority areas and objectives
• Identify cooperation, partnership and international-support opportunities
• Prepare a concise report, executive brief, presentation and supporting analytical material
• Formulate practical recommendations for governments and development partners

• Advanced university degree in economics, development studies, science and technology policy, innovation studies, international development or related field
• At least 10 years of relevant research and policy-analysis experience
• Comparative or cross-country policy publication experience
• Ability to synthesize mixed qualitative and quantitative evidence
• Fluency in written and spoken English
