Overview

Advises OCHA managers, staff and HR practitioners on policy interpretation, entitlements, recruitment, performance management and workplace concerns. The role reviews exceptions and misconduct matters, prepares senior briefings and supports consistent HR practice across headquarters and field operations.

Responsibilities

  • Advise managers and staff on human resources policies, rules and procedures
  • Guide HR practitioners on policy exceptions and field implementation
  • Review misconduct allegations and support investigation panels and follow-up
  • Prepare submissions on management evaluations, tribunal matters and ombudsman referrals
  • Advise on recruitment selections and compliance with staffing procedures
  • Determine staff benefits and entitlements from contractual status
  • Support performance management and use of the appraisal system
  • Prepare HR reports, briefing notes and talking points for senior management

Requirements

  • Advanced university degree in human resources management, business or public administration, social sciences, education or a related field, or a first-level degree with qualifying experience
  • At least five years of progressively responsible experience in human resources management, administration or a related area
  • Experience with HR policies, practices, processes or entitlement administration in an international organisation or similar setting
  • English at UN Level III in reading, writing, listening and speaking
