Overview
The home-based HR Senior Officer provides rapid strategic and operational support through UNOPS surge deployments worldwide. The role advises offices on workforce planning, talent, employee relations and organizational change, while strengthening analytics, policy implementation and the Surge Mechanism’s knowledge base.

Responsibilities
- Deploy remotely or in person to address urgent HR capacity needs worldwide
- Lead HR policy implementation, workforce planning and people initiatives
- Advise managers on sensitive employee-relations and performance matters
- Oversee recruitment, onboarding, contracts, talent and learning processes
- Manage HR teams and support organizational change
- Develop HR analytics, guidance, training and lessons learned
Requirements
- Bachelor’s degree in any discipline with four years of relevant experience, or master’s degree with two years of relevant experience
- Relevant experience in talent acquisition, workforce planning, HR operations, contract administration, employee relations, performance management, organizational development or strategic HR advisory
- Experience advising managers on HR policies and practices
- Experience managing multiple priorities under tight deadlines
- Experience analyzing HR data and producing reports or dashboards
- Experience in the UN system or humanitarian response
- Fluency in English and French
