Responsibilities
- Review and strengthen the affordable housing investment case for government and funder engagement
- Prepare briefing notes, talking points and presentation materials for federal ministries, banks and city administrations
- Co-develop an Addis Ababa in-situ rehousing pilot with city authorities and technical partners
- Support household enumeration, community engagement and technical structuring for the rehousing pilot
- Develop and pilot a replicable city housing diagnostic methodology in Addis Ababa and a secondary city
- Produce analytical briefs and document the diagnostic method for future housing policy work
- Maintain partner engagement across government, finance, developers, cooperatives, United Nations agencies and research institutions
Requirements
- Advanced university degree in economics, finance, urban planning, civil engineering, construction management or a related field, or first-level degree with additional relevant experience
- Minimum five years of professional experience in the housing, construction, urban development or finance sector in Ethiopia
- Demonstrated experience engaging senior government officials at federal and city level
- Practical knowledge of the construction sector and ability to verify materials prices, construction costs and delivery capacity through field work and professional networks
- Fluency in Amharic and English
