Public Policy Evaluation Consultant (Early Childhood)

The consultant will evaluate early childhood actions implemented by the Government of Alagoas, producing findings, lessons learned and recommendations for UN-Habitat and state partners under the Visao Alagoas 2030 initiative.

Department: UN-Habitat Brazil Office

• Develop an inception report with methodology, theory of change, evaluation criteria, questions and timeline
• Map early childhood action implementation, data sources, gaps and methodological limitations
• Apply questionnaires to state and municipal health, education and social assistance secretariats
• Conduct interviews and focus groups with technical staff, senior managers, professionals and beneficiaries
• Evaluate early childhood actions using OECD-DAC criteria and an intersectoral approach
• Prepare draft and final evaluation reports, synthesis documentation, lessons learned and recommendations

• Bachelor's degree in public administration, economics, social sciences, political science, law, international relations or a related field
• Postgraduate degree in a relevant field, or five additional years of relevant experience beyond the requirement
• At least eight years of professional experience in evaluation in Brazil
• Experience in project management in the public sector
• Capacity to conduct the full evaluation process
• Ability to collect and analyse documents, data and information using mixed methods
• Excellent written and spoken Portuguese
• Good command of Microsoft Windows and Microsoft Office
• Familiarity with UNEG Norms and Standards for Evaluation

• Expected duration: six months
• Total remuneration: BRL 86,159.52 net, paid against three approved products
• Consultant must be available for country travel if requested; missions are coordinated and financed by UN-Habitat
• Appointment is local and limited to Brazilian nationals or external candidates with a permanent visa in Brazil
• Contract extension is subject to funds and performance and is not automatic
