Independent Evaluation Consultant: Colombia and Bolivia

The consultant will prepare a Colombia and Bolivia subregional assessment for UN-Habitat's climate resilience evaluation, analysing implementation dynamics, stakeholder engagement, local ownership and context-specific results.

Department: Climate Change and Urban Environment Section

• Review project documentation and subregional outputs for Colombia and Bolivia
• Align the subregional approach with the lead evaluator's framework
• Prepare a data collection plan and stakeholder mapping
• Conduct interviews and consultations with government counterparts, implementing partners and communities
• Gather evidence on project implementation, participation, capacity-building and results
• Analyse country-specific enabling factors, constraints and contextual dynamics
• Prepare a subregional evaluation report with findings, conclusions and recommendations
• Coordinate with the lead evaluator to integrate findings into the final evaluation

• Advanced university degree in Social Sciences, International Relations, Public Policy, Urban or Regional Planning, Environment Studies, International Development or Evaluation, or a first degree with two additional years of experience
• Minimum of five years of progressively responsible experience in evaluation
• Demonstrated experience conducting independent evaluations of development programmes, preferably in multi-country or multi-stakeholder contexts
• Proven experience applying participatory and gender-responsive evaluation approaches
• Fluency in oral and written English and Spanish
