Overview
The consultant will prepare a Colombia and Bolivia subregional assessment for UN-Habitat's climate resilience evaluation, analysing implementation dynamics, stakeholder engagement, local ownership and context-specific results.

Responsibilities
- Review project documentation and subregional outputs for Colombia and Bolivia
- Align the subregional approach with the lead evaluator's framework
- Prepare a data collection plan and stakeholder mapping
- Conduct interviews and consultations with government counterparts, implementing partners and communities
- Gather evidence on project implementation, participation, capacity-building and results
- Analyse country-specific enabling factors, constraints and contextual dynamics
- Prepare a subregional evaluation report with findings, conclusions and recommendations
- Coordinate with the lead evaluator to integrate findings into the final evaluation
Requirements
- Advanced university degree in Social Sciences, International Relations, Public Policy, Urban or Regional Planning, Environment Studies, International Development or Evaluation, or a first degree with two additional years of experience
- Minimum of five years of progressively responsible experience in evaluation
- Demonstrated experience conducting independent evaluations of development programmes, preferably in multi-country or multi-stakeholder contexts
- Proven experience applying participatory and gender-responsive evaluation approaches
- Fluency in oral and written English and Spanish
