The consultant defines output-quality indicators, maps them across the warning value chain, assesses data feasibility, validates the framework with experts, develops scoring options and prepares a pilot protocol.

Responsibilities
- Review the existing effectiveness concept and monitoring materials
- Define output-level indicators for relevant, accurate, timely and actionable warnings
- Map indicators across the early warning value chain and EW4All pillars
- Assess data availability, comparability, accessibility and sustainability
- Consult experts and facilitate a virtual validation meeting
- Develop scoring, weighting, aggregation and sub-index options
- Prepare a protocol for testing the framework in selected contexts
- Deliver the methodological report, feasibility assessment and presentation
Requirements
- University degree or equivalent in social science, economics, statistics, disaster risk reduction, meteorology, hydrology, geosciences, development studies, international relations or a related field
- At least seven years of progressively responsible experience in research, monitoring and evaluation, indicator development, policy analysis or stakeholder engagement
- Experience developing indicators, scorecards, monitoring frameworks or composite indices
- Excellent oral and written English
