Contracts Officer

Manages procurement and contracting for solar and oxygen equipment and services within UNICEF Supply Division, developing purchase strategies, negotiating supplier arrangements and monitoring performance to deliver compliant, timely and sustainable health-care solutions for country programmes.

Department: Solar & Oxygen Unit, Infrastructure and Energy Centre

• Ensure procurement activities comply with UNICEF financial rules, supply procedures and guidance
• Issue international tenders, evaluate quotations, clarify offers and negotiate with suppliers
• Recommend purchases, adjudicate offers with technical teams and prepare submissions for review
• Establish long-term agreements and direct order contracts for solar and oxygen supplies
• Review specifications with technical and quality-assurance teams for completeness and suitability
• Evaluate supplier delivery, product quality and commercial acceptability
• Maintain procurement data and coordinate implementation across headquarters and field offices
• Set work plans, monitor achievements and evaluate support-staff performance

• Bachelor’s degree in Business Administration, Commerce, Law or a related technical field
• At least two years of progressively responsible professional experience
• Knowledge of worldwide procurement, contract negotiation and contract administration
• Experience procuring complex medical equipment, devices or comparable products and services
• Experience procuring solar systems and related services
• Experience managing or coordinating complex projects
• Experience managing complex data with relevant applications
• Experience handling logistics and supply-chain issues
